Minutes of the one hundredth and thirty second being an Extra Ordinary Meeting of the Hatfield & District group Parish Council held on 2nd April 2019 at Pudleston Village Hall at 7.00 pm.

2. Declaration of Interest and written applications for dispensations None Received
3. Finance 3.1 The clerk had bought copies of the Purchase and Receipt books along with invoices. She explained throughout the Financial year Invoices and Receipts were kept along with Excel spreadsheets which were updated after every meeting. She said she would use the information to aid compilation of the End of Year account Figures 3.2 Cheques passed for payment since last meeting HALC subscription £446.63 inc vat (489) March Cheques for payment £10.00 Pudleston Village Hall Hire (490 ) ICO Data Annual Protection £40.00 (491)
4. Planning
A site meting had taken place on 30.03.19 to survey and discuss both applications. All Councillors were present.
190785 Land adjacent to Yew Tree Cottage, Hatfield Leominster Herefordshire Proposed cottage and garage
The members of Public were invited to speak on the above, there were no objections
190781 Land opposite Roughcast Farm, Hatfield Leominster Herefordshire. Erection of three Cottages with garages and new access
The Chairman told the meeting that the applicant intended to withdraw this application.
Noted that to the right of the land was a small barn and pond. There were barn owls nesting in the barn and the pond was a Registered Grant Aided Wildlife Reserve.
The pond was teeming with wildlife including greater crested newts. Also there was a strong feeling from the community against this application

Planning Consultation – 190781 – Land Opposite Roughcast Farm, Hatfield, Leominster, Herefordshire, DESCRIPTION: Erection of three cottages with garages and new access.
Ab Extra Ordinary Meeting had been held on 02/04/19
The applicants had told the Chairman of the Parish Council before the Extra Ordinary Meeting that it was there intention to withdraw this application.
The PC found at the Extra Ordinary Meeting, that the general feeling from several Hatfield Parishioners present and also some Councillors, that they were against this application.
The development, although being three cottages was felt to be in the wrong position. Mainly being in close proximity to a Registered Grant Aided Wildlife Reserve, which is home to several species of wildlife and also to a small brick barn where barn owls nest, along with the proposed site being the hunting ground for bats.

The next Parish Council meeting being the annual Meeting will be held on 14th May 2019 at Pudleston Village Hall at 7.00 pm.
There being no further business the meeting closed at 7.30 pm.
