MINUTES OF THE TWO HUNDRED AND NINTH PARISH COUNCIL MEETING OF HATFIELD AND DISTRICT GROUP PARISH COUNCIL HELD ON 5 JULY 2016 IN PUDLESTON VILLAGE HALL AT 7PM

  1. 1. APOLOGIES FOR ABSENCE. Apologies had been received from Councillor Michael Thomas [annual leave] and Ward member Councillor Bruce Baker.
  2. 2. DECLARATIONS OF INTEREST AND WRITTEN APPLICATIONS FOR DISPENSATIONS by Parish Councillors. None were reported.
  3. MINUTES OF THE LAST MEETING, were approved and signed.

4 OPEN SESSION [10 Minutes] A member of the public asked if the Parish Council had received a reply from Ward Councillor Bruce Baker regarding the time scale before Herefordshire Council step in and impose settlement boundaries. The clerk read out the reply, which stated that it could be some 2 years before Herefordshire Council step in. Councillor Hanson told the meeting that he did not think anymore would happen, and that there was nothing to worry about. The member of the public thanked the Parish Council for all they had done on the Neighbourhood Plan and said that their efforts had been appreciated.

  1. FINANCE                                                                                                                                           5.1 Invoices and payments, the following cheques were approved and signed, Parish Council expenses £45.57 Pudleston Village Hall £18.   Cheques were signed for the following pre-agreed expenditure clerks wages, and HMRC.

5.2 It was noted that although there were no problems with the audit, the clerk was still waiting for the documentation to be returned from Grant Thornton.

5.3 Budget Monitoring The clerk salary point 18 had incremented by 9p per hour from April 1st, and it was agreed that this increment be back dated and included with the clerks salary payment in September. Cost centre balances as at 30 June, were agreed, the clerk pointed out that the election cost centre stood at £4000. The bank balance was £8109.56, and a copy of statement 60 was given out, together with a copy of the cost centre balances and budget set and risk assessment for the year ending 31 March 2017. The VAT recovered was £241, and it was agreed that the clerk could purchase the publication “Local councils explained at £39.99.”

IT WAS RESOLVED THAT THE CLERK BE PAID THE POINT 18 INCREMENT OF 9p PER HOUR BACK DATED TO APRIL 1ST 2016.

  1. PLANNING

No Applications had been received, with the exception of an amendment to the garage roof materials at Yew Tree Cottage, Pudleston, this was approved on 24.6.16.

No decisions had been made.

  1. HIGHWAYS

7.1 Potholes and road defects were reported as follows:

Series of shocking potholes on U94209

A44 series of potholes

U94211, Batches, 1 pot hole and the bridge was sinking

U94208 Lane to fencote in need of repair

7.2 It was reported that on 9 June at 9.15 pm malicious damage was caused by large farm machinery to the grass verge on the C1059, at the far end of Hatfield. This was a deliberate act of criminal damage, and was now being investigated by Enforcement Officer. A discussion followed.

7.3 As a direct result of the above several residents in Hatfield had asked the clerk if the Parish Council would consider a speed limit for Hatfield. The clerk reported that the parish council can make a formal request to the safer roads partnership, and provide proof of community concern. The clerk told the meeting that the results of the Neighbourhood Plan questionnaire, showed that concerns were 67% traffic speeds, with pedestrian safety 65%. This could be used as evidence required. It could take up to 2 years for an agreement to be reached.

The enforcement officer, had suggested that the parish council apply for a temporary SID, which would collect data on how fast the traffic was actually travelling. After a discussion, it was agreed to apply for a SID, and that a speed limit for Hatfield be considered again at the September meeting.

  1. CLERKS REPORT AND UPDATE

The following had been circulated:

Councillor Bruce Baker’s reply regarding questions raised at the last meeting. Community Governance Review from Anthony Bush. New Programme of funding and support for community led housing. Herefordshire Citizens Advice Bureaux, closure of open door service. The chair had received a letter from Balfours with Berringtons, regarding the Proposed bridleway diversion at Highfield Cottage, and the clerk was asked to answer this with the conclusion from the last minutes.
