Minutes of the one hundredth and twenty first meeting of Hatfield & District Group Parish Council held on 23rd January 2018 at Pudleston Village Hall, at 7pm

The Chairman welcomed everybody to the meeting.

1.TO RECEIVE APOLOGIES FOR ABSENCE     Adam Lewis (Holiday)

2.DECLARATION OF INTEREST AND WRITTEN APPLICATIONS FOR DISPENSATIONS   None Received.

3.MINUTES OF THE PREVIOUS MEETING                                                                                                           To adopt the Minutes of the previous meeting held on 7 November 2017. The minutes were confirmed and signed by the Chairman Resolved

HCWM Bruce Baker had a PC meeting at Pencombe to attend on the same evening so items 4 and 6 on the Agenda were transposed to allow him to leave the H&DGPC meeting early.  

6.PLANNING                                                                                                                                                                           6.1 Consider comments on the following planning application for determination by Herefordshire Council

174656 Common Farm Hatfield Proposed agricultural building and access track

COMMENT “The Parish Council fully support this application, they feel the development is within the curtilage of Common Farm and note that the proposed development is screened by trees.  The Parish Council wholeheartedly support investment in agriculture within the group area.”  The applicant was at the meeting and it was suggested to him by M Thomas that one of the Hatfield Councillors should also attend their meeting with Herefordshire Planning Dept. next week.

180242 – C1060 from Bockleton Heading South to A.44 and near Bilfield Farm, Hatfield Leominster Proposed provision of 6 number passing bays along the C1060 together with road widening and installation of mirror at crossroads.

This application was unaltered from original application 2015 153482 which the Parish Council supported (revoked by Herefordshire Council)   NO OBJECTIONS

C Price left the meeting after planning had been discussed at 7.23pm (unwell).

5.OPEN SESSIONS To receive a brief verbal Report

5.1 Ward Councillor Bruce Baker

Statement form Herefordshire Council re National Media enquiries regarding homeless Ex SAS war Veteran. Over 300,000 signatures on a petition to find him a Herefordshire home had been received.  Herefordshire Council could confirm that the gentlemen concerned has been on social housing waiting list and had placed a bid on a property.  Herefordshire Council does not own any housing stock. It is held by a number of different housing associations across the county.

Councillor Baker had attended a presentation by the President of University in Hereford.  It was proposed that by 2025 there would be 1000 students and by 2035 up to 5,000.

The cabinet recommends raised Council Tax rates for 2018/19. Taking into account the local government financial settlement Cabinet has recommended a core Council Tax of 2.9% (an additional 1% rise to the core Tax) The adult social care precept will remain at 2%.  A total Council Tax increase of 4.9% will be recommended.

T Brooke said he was fed up with laughable decisions from Herefordshire Council wasting money and then saying they were short of money. He cited the recent development at Blue school House, Hereford as one example where the budget was overspent he said he had been informed a gym had been fitted for only about 8 people who worked there.

N.B HCWM Bruce Baker investigated this and can confirm that there is no gym at Blue school House and 71 people are employed there.

Hartlebury Waste Incinerator Councillor Baker said it had been a success and was well worth a visit and members said they would be interested visiting. He said he would give the clerk Kenton Vigus’ details

5.2 To note matters raised by local residents on Parish Matters (10 minutes )resident bought the Parish Council’s attention to several Highways problems in Pudleston. Included in item 7.  Highways.

Councillor Baker left the meeting at 7.50pm
